The Superintendent invites qualified and interested persons to apply for the position of Senior Fiscal Analyst within the Office of Early Childhood.
This title is governed by the New Jersey Civil Service Commission; meaning that a candidate for the position will be placed as a provisional employee. At a later date the candidate will be required to take an examination administered by the Civil Service Commission. Candidates must score and rank high enough on this examination in order to remain in the position as a permanent employee.
DEFINITION: Under limited supervision of a supervisory official in a state department or agency, independently performs the work involved in the analysis of fiscal activities including budget preparation, review and maintenance, analyzing budgets for grants, contracts, state funds and/or program funds, assists in analyzing fiscal impacts, maintains records; does other related duties.

QUALIFICATIONS AND REQUIREMENTS
1. Graduation from an accredited college with a Bachelor's degree.
2. Two (2) years of experience in the collection, analysis, evaluation, and presentation of financial data used to provide an accurate accounting of administrative and operating costs, and the preparation of reports containing conclusions and recommendations for a private business or government agency.
3. Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than mobility, is necessary to perform the essential duties of the position.
NOTE: Applicants who do not possess the required education may substitute additional experience as indicated on a year-for-year basis.
NOTE: A Master’s degree in Business Administration, Public Administration, Accounting, or Finance may be substituted for one (1) year of the required experience.
BASIC FUNCTIONS AND RESPONSIBILITIES
1. Developing budget revenue and expenditure projections.
2. Provides technical advice and fiscal matters and problems.
3. Reviews expenditures for compliance with budget policies.
4. Calculates revenue and expenditures projections.
5. Analyzes and corrects errors in computerized accounts.
6. Reviews and analyzes financial statements and records.
7. Resolves problems and assists in establishing budgetary policies and procedures.
8. Monitors and computes budget.
9. Reviews and determines approval or rejection of request for funds.
10. Assists in preparing fiscal and other reports containing findings, conclusions and recommendations.
11. Approves transfer of monies from accounts.
12. Utilizes financial software packages.
13. Maintains records and files.
14. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
15. Perform other duties and tasks assigned by supervisor.
KNOWLEDGE AND ABILITIES
1. Knowledge of financial projection and forecast methods.
2. Knowledge of the methods used to prepare, review and maintain the budget.
3. Knowledge of the theory and principles of fiscal analysis.
4. Knowledge of procedures for reconciling accounts.
5. Knowledge of the procedures for the transfer of appropriations.
6. Ability to read, interpret laws, rules and regulations and apply them to specific situations.
7. Ability to provide advice on fiscal matters and problems.
8. Ability to prepare fiscal and other studies and reports containing findings, conclusions and recommendations.
9. Ability to review, analyze and interpret financial records and statements.
10. Ability to establish and maintain fiscal and other records and files.
11. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
12. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

SALARY, EMPLOYMENT PERIOD AND UNION AFFILIATION
1. Salary: $62,045 - $80,555
2. Employment Period: Twelve (12) Months
3. Union Affiliation: Local 32
