SENIOR TRANSPORTATION INSPECTOR

The Superintendent invites qualified and interested persons to apply for the position of Senior Transportation Inspector within the Office of Pupil Transportation.
This title is governed by the New Jersey Civil Service Commission; meaning that a candidate for the position will be placed as a provisional employee. At a later date the candidate will be required to take an examination administered by the Civil Service Commission. Candidates must score and rank high enough on this examination in order to remain in the position as a permanent employee.
DEFINITION: Under direction, takes the lead over employees involved in determining whether public or private transportation providers and/or parking lot proprietors comply with various codes and regulations governing their operations; does other related duties.

QUALIFICATIONS AND REQUIREMENTS
1. Appointee may be required to possess a valid Commercial Driver’s License (CDL) and applicable endorsements for the class and type of vehicle being operated.
2. One (1) year of experience in the inspection of motor vehicles.
3. Seven (7) years or more of School Bus Driving experience (preferred).
4. Supervisory experience (preferred).
5. Appointee will be required to possess a drivers license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
BASIC FUNCTIONS AND RESPONSIBILITIES
1. Oversees employees involved in inspection activities.
2. Conducts and oversees the conduct of field inspections of taxicabs, busses, limousines and/or other passenger vehicles to ensure that they comply with prescribed codes and regulations.
3. Conducts and oversees the conduct of field inspections of parking lots to ensure they comply with prescribed codes and regulations governing the hours of operation, rates charged and so forth.
4. Investigates and/or supervises the investigation of complaints by passengers against drivers who violate codes and regulations governing vehicle operation.
5. Issues summons and testifies in court and/or at related hearings as to the violations recorded.
6. Maintains essential records and files.
7. May monitor public transportation providers to evaluate timeliness of services.
8. Provides recommendations for changes in service, including additional busses, route changes and revised schedules to improve service to the public.
9. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
10. Visits various routes to monitor loading/unloading of children on and off of vendor school buses and NPS school buses (preferred).
11. Ensures that vendor school buses meet state and federal required safety standard (preferred).
12. Ensures that vendor personnel meet state and federal driving and training requirements (preferred).
13. Conducts scheduled and unscheduled stop visits to routes and other drop off locations and submit monthly reports of finding (preferred).
14. Conducts safety check of bus stops to determine if stop is hazardous (preferred).
15. Documents deficiencies and non-compliance to notify supervisor of violations so investigation and/or informant action can be executed (preferred).
KNOWLEDGE AND ABILITIES
1. Knowledge of methods used to conduct vehicular inspections.
2. Knowledge of the methods used to investigate complaints.
3. Knowledge of safety precautions appropriate for the operation of public transportation/passenger vehicles.
4. Ability to understand, remember and carry out oral and written directions.
5. Ability to note significant conditions and take proper action in accord with prescribed procedures.
6. Ability to work harmoniously with associates and others.
7. Ability to read, interpret and apply state and local codes and regulations regarding the operation of public transportation/passenger vehicles.
8. Ability to read and interpret information on the geographic layout of the jurisdiction.
9. Ability to conduct and supervise the conduct of field inspections.
10. Ability to prepare clear, sound and accurate reports containing finding, conclusions and recommendations.
11. Ability to investigate complaints.
12. Ability to analyze established service routes and recommend changes for enhanced service.
13. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
14. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

16. Knowledge of NJDOE and NJDOT laws, rules and regulations related to assigned activities is (preferred).
17. Knowledge of NJDOE and NJDOT regulations regarding contracting pupil transportation services (preferred).
18. Ability to thoroughly investigate complaints, problem solve, and suggest solutions (preferred).
19. Ability to observe and communicate safe driving practices and methods (preferred).
20. Knowledge of the provisions of the State Motor Vehicle Code and applicable laws to the operation of vehicles in the transportation of students and in the training of school bus drivers (preferred).
21. Ability to communicate principle methods and procedures related to a large pupil transportation system (preferred).
22. Ability to train assigned personnel (preferred).
23. Ability to help supervisor and Transportation Inspector coordinate repairs to district vehicles with Maintenance Vendor (preferred).
24. Ability to report to scenes of school bus accidents and conduct field investigations of vehicular accidents involving school buses (preferred).
25. Ability to conduct field investigations when complaints are logged against contracted school bus companies that provide transportation to district students (preferred).
26. Ability to complete reports of findings when investigations are requested (preferred).
27. Interpersonal skills using tact, patience and courtesy (preferred).
28. Ability to analyze established service routes and recommend changes for enhanced service (preferred).
29. Ability to review routes from the field for efficiency and provide recommendations for improvements (preferred).
30. Ability to interact with students, the public, school bus related personnel and other district and Commission employees daily (preferred).
31. Ability to professionally diffuse situations that may be hostile (preferred).

1. Salary: $51,902 - $55,119
