Job Title
Supervisor of Building & Grounds

Reports to:
Business Administrator

Supervisory Responsibilities:

Oversees all Building and Grounds staff, with direct supervision of building managers.

Term of Employment
12 months (July-June)

Salary: 

Salary determined by the GEHR Board of Education and commensurate with experience.

Job Goal: 
The Supervisor of Buildings and Grounds is responsible for overseeing the comprehensive daily operation of all school facilities to ensure security, maintenance, cleanliness, and grounds care. This role encompasses strategic planning, efficient execution, and proactive problem-solving to uphold optimal facility conditions conducive to a safe and productive learning environment. By providing leadership in facility management, the Facilities Manager plays a critical role in supporting the district's educational mission and fostering a positive school community.

Qualifications:
Education: 
  • Bachelor's degree preferred. Associates degree considered based on experience.
 
Certification:
  • Certification under the New Jersey Educational Facility Management Program (N.J.A.C. 6A:26-16.1a) strongly preferred.
  • Valid Driver's License and evidence of insurability.
  • Criminal History Fingerprint Clearance.
  • Herbicide and pesticide applicators license preferred.
  
Experience:
  • Minimum of 5 years of experience in maintenance of facilities, custodial operations, groundskeeping, and construction activities, preferably in a school district or government setting.
  • Minimum 3-5 years experience in a supervisory leadership role required.
  • Proven ability to provide leadership for planning, development, and operations of a comprehensive educational facility.
  • Extensive experience in working with diverse constituencies and establishing positive working relationships.
  • Demonstrated proficiency in written and oral communication, computer usage, and software applications.
  • Strong knowledge of architectural plans and specifications.
  • Expertise in ensuring compliance with NJ School Building Regulations, Uniform Construction Code, AHERA, PEOSH Regulations, HVAC systems, Right-to-Know laws, Pesticide Application (IPM), Indoor Air Quality Standards, Water Testing, etc.
  • Track record of successful budgeting, ordering supplies, and financial management.
  • Successful completion of required criminal history background check and proof of U.S. Citizenship or legal resident alien status.
Responsibilities:
  1. Facilities Management:
    • Oversee performance and productivity of district/school Custodial, Maintenance, and Grounds departments and facilities.
    • Establish and administer schedules and procedures for ongoing care of all school and office facilities.
    • Certify payroll information for supervised personnel.
    • Regularly inspect schools and confer with principals regarding care.
    • Organize and implement preventive, proactive maintenance programs, reporting physical plant needs and improvement recommendations to district and/or building leadership.
    • Act as a security and safety officer, ensuring the operation of fire protection, key systems, building entrances, and safety practices.
    • Ensure procurement, inventory, and maintenance of district vehicles and equipment.
    • Assign department personnel and supervise emergency building and grounds issues, including snow removal.
    • Maintain blueprints and building specifications inventory.
    • Ensure optimum operation of fire alarms, intercoms, and security systems.
    • Administer maintenance and grounds care schedules, paying attention to athletic fields and facilities.
    • Order and administer maintenance, custodial, and ground supplies and equipment inventories.
    • Coordinate and inspect maintenance, improvement, and renovation work by contractors.
    • Examine school buildings regularly for needed repairs and maintenance.
    • Establish and administer emergency repair procedures.
    • Advise on hiring contractors for specific maintenance and repair projects.
    • Serve as the school’s AHERA representative, IPM Coordinator, and Right to Know Coordinator.
    • Interact with architects/engineers/construction managers for project supervision and completion.
    • Supervise contractors work closely.
    • Utilize facilities software (GoFMX) for work orders and supply inventory management.
    • Ensure preparedness for daily events and building safety and occupancy readiness.
    • Oversee overtime shifts promptly.
    • Ensure safe work practices and use of personal protective equipment by all crews.
    • Address safety issues promptly and notify relevant personnel.
    • Work closely with the Joint Insurance Fund Safety Director.
    • Check roof and floor drains regularly to prevent damage and hazards.
    • Develop understanding of HVAC Building Management System software and ensure boiler checks are properly logged.
 
  1. Staff Recruitment, Supervision, and Development:
    • Oversee employment practices including recruitment, orientation, performance evaluations, training, and scheduling.
    • Manage and evaluate Managers overseeing custodial, maintenance, and grounds departments.
    • Coordinate departmental objective development and implementation.
    • Ensure continued development and use of computer-assisted controls.
    • Cultivate a positive, inclusive work culture emphasizing excellence, mutual respect, and strong personal ethics.
    • Provide help, in-service, and workshop training for department staff.
 
  1. Departmental Development & Planning:
    • Develop new procedures and methodology related to custodial, maintenance, and grounds.
    • Coordinate and evaluate time studies for departmental proficiency and productivity.
    • Ensure preparations for state monitoring processes related to facilities.
    • Plan, implement, and monitor summer cleaning, maintenance, and grounds activities.
 
  1. Finance:
    • Perform any related duties as assigned by the Business Administrator, Superintendent, Building Administrators, or their designee.
    • Prepare and administer custodial, maintenance, and grounds budgets.
    • Assist with capital outlay budget preparation and administration.
    • Maintain departmental expenditure assessment.
    • Make facility decisions environmentally and financially prudent, promoting energy conservation, waste reduction, and recycling.
  2. Other Duties:
  • Perform any related duties as assigned by the Business Administrator, Superintendent, Building Administrators, or their designee.
  • Provide recommendations and/or guidance to the Business Administrator and Superintendent related to the operations, maintenance, and modernization of the District's facilities.
