Assistant Business Administrator or Assistant to the Business Administrator
 
Definition
To assist the School Business Administrator manage and coordinate the business affairs of the district efficiently and effectively; to ensure that educational support services help to achieve the educational goals of the district with the available financial resources.
 
Qualifications
  1. Graduate of an accredited 4-year college or university with major in either business, management, finance, accounting or related.  CPA or auditing experience a plus but not required. 
  2. Previous experience in a school business office or equivalent preferred.
  3. Understanding of accepted business practices in school districts including but not limited to budget preparation and administration, fund accounting, financing, auditing, risk management, purchasing, transportation, technology, food services, school plant operations, and facility planning. 
  4. Demonstrates office managerial, organizational, communication, and interpersonal skills. 
  5. Currently holds, or meets the qualifications for and has willingness to acquire, a New Jersey School Business Administrator Certificate. 
 
Essential Job Functions:

1. Assists the Business Administrator in the preparation of the annual school budget and is responsible for the administration of all phases of the budget throughout the year. 
2. Serves as general accountant for the board; keeps accurate and detailed accounts of all financial transactions as prescribed by statute, administrative code and board policy. Including preparation of the monthly Board secretaries report for review with the Business Administrator. 
3. Assists the Business Administrator with carrying out all business operations for the District.
4. Assumes responsibility for the audit of all claims, invoices, and demands against the board; and prepares them for submission to the Board.   
5. Acts as the primary liaison for the annual audit. 
6. Oversees the accounting for locally funded grants.
7. Collects tuition fees and other moneys due to the board not payable directly to the treasurer of school moneys.
8. Assists the Business Administrator with the development, implementation and oversight of procedures for the acquisition of supplies and equipment for the district in accordance with law and board policies.
9. Coordinates and oversees administrative matters related to food service operations that are not performed by the contracted Food Service Management Company.
10. Assists the Business Administrator with the district's insurance/risk management program.
11. Assists with the processing of the district payroll for any transactions or functions not performed by the payroll clerk.  
12. Ensures proper maintenance of board approved employee medical benefits plans.  Serves as the primary contact for enrollment and un-enrollment purposes.  
13. Assists with the development of procedures and oversight of other contractual employee benefits contractually in addition to medical benefits.
14. Assists the Business Administrator for developing, implementing and regularly reviewing Standards Operating Procedures for the Business functions of the District.  
15. Assists the Business Administrator with the retention and destruction of public documents in accordance with state law and retention schedules, and serves as the district’s records management officer.  
16. Assists the Business Administrator with the preparation of the agenda for board of Education meetings.
17. Performs such other duties as may be prescribed by law or assigned by the School Business Administrator, Superintendent or the board.
