Assistant Business Administrator / assistant board secretary                                                                                                         
Summary
The Neptune Township School District is seeking an Assistant School Business Administrator / Assistant Board Secretary.  The district has a $91.6 million budget, 8 schools and approximately 3,500 students.  Primary areas of responsibility include payroll and benefits administration, health benefits administration including self-insured prescription coverage, and food services. Additional responsibilities include compliance reporting and assisting the School Business Administrator with the orderly operation of the district's operations and logistics. 
General Qualifications
  1. School Business Administrator Certificate required
  2. A minimum of three years of experience in school business administration preferred
  3. Criminal history background check and proof of U.S. citizenship or legal resident alien status
  4. Experience with Systems 3000, Heartland, and PowerSchool software strongly preferred
  5. Experience with SEHBP health insurance rules and systems preferred
Special Knowledge / Experience
  1. Experience with compensation design and management as pertains to NJ public school districts
  2. Experience with payroll administration including all aspects of tax and compliance reporting
  3. Experience with NJ public pension systems and administration, as well as the voluntary employee benefit programs typical to NJ public school districts
  4. Experience with health benefits design and administration including budgeting, reporting and Chapter 78 and Chapter 44 contribution requirements
  5. Experience managing Unemployment and Workers Compensation claims and reporting
  6. Experience with the administration of School Nutrition Programs operated by the USDA and New Jersey Department of Agriculture 
General Knowledge / Skills
  1. Understanding of the principles and practices of financial accounting, including fund accounting, and reporting procedures consistent with statute, code and GAAP
  2. Ability to work with external auditors on the preparation of interim and year-end audits
  3. Experience in school budget preparation and administration
  4. Excellent organizational, communication and interpersonal skills
  5. Knowledge of Board Secretary duties
  6. High level of ethical behavior and confidentiality

School Business Administrator/Board Secretary
Supervises
Payroll Clerk, Accounting Staff, Director of School Dining Services
Contract & Salary
The contract and salary for the position shall be negotiated with and approved by the Board of Education.
Terms of Employment
Contract is for twelve months, with conditions set by the Board of Education
