Position: Assistant Superintendent of Per Pupil Personnel
Pennsauken Public Schools is an urban/suburban Pre-K to 12th grade school district of approximately 5,000 students located in Camden County, New Jersey
The Assistant Superintendent of Per Pupil Personnel serves as the district's chief officer for student services and special populations, including guidance services for all students. The position provides executive leadership, oversight, and accountability for Special Education, Multilingual Learners (ML), Section 504, health services, guidance, related services, and all federal and state compliance mandates including IDEA, NJAC 6A:14, Section 504, ESSA, and Title III. The role ensures equitable access to high-quality programming, fiscally responsible resource allocation, legally sound practices, and aligned systems of academic and behavioral support to promote positive student outcomes. This position operationalizes the district's mission through a commitment to equal access, compliance, and continuous improvement aligned to the NJ Professional Standards for Leaders (NJSPL).
Responsibilities:
Special Education Leadership:
- Oversee district compliance with IDEA, NJAC 6A:14, and all related federal and state mandates.
- Supervise and develop a team of central office leaders including supervisors of special services and guidance.
- Advise, develop, and provide guidance to school administrators in areas of special services and partner in the supervision of Child Study Teams (CST), related service providers, and student services administrators.
- Through the implementation of district-wide systems, ensure timely evaluations, annual reviews, reevaluations, and legally compliant IEP implementation.
- Oversee Manifestation Determination Reviews (MDRs), discipline protections, and due process procedures.
- Monitor least restrictive environment (LRE) placement practices and out-of-district decisions.
- Analyze subgroup performance, disproportionality, and identification trends; implement corrective strategies.
- Ensure audit readiness and lead corrective action planning where required.
- Perform any additional responsibilities assigned by the Chief School Administrator.
- Multilingual Learner (ML) Oversight in partnership with the Assistant Superintendent of Schools
Compliance:
- Oversee districtwide implementation of all IEP services & models and Section 504 plans.
- Ensure compliance with HIB regulations, residency determinations, discipline protections, and student rights.
- Monitor due process filings, mediation, and resolution agreements.
- Lead responses to NJDOE monitoring, QSAC reviews, and external audits.
- Ensure policies and procedures reflect current legal mandates and district protocols.
Fiscal & Resource Management:
- Develop and manage budgets related to Special Education and other student service allocations.
- Oversee tuition expenditures, transportation for special populations, and related service contracts.
- Analyze cost drivers and implement sustainable service delivery models.
- Align staffing and programming decisions with student needs and district strategy, in partnership with the Assistant Superintendent of Schools.
Strategic Systems Leadership:
- Collaborate with the Assistant Superintendent for Schools to ensure coherence between general education and specialized services, as well as to ensure MTSS & Intervention systems across schools align with district-wide evaluation processes.
- Establish data cycles to monitor student progress and program effectiveness.
- Align student services programming to district instructional priorities and Tier 1 strengthening efforts.
Qualifications:
- NJDOE School Administrator Certificate Required.
- Demonstrated leadership experience in Special Education and/or Student Services.
- Special Education endorsement/certification.
- Knowledge of IDEA, NJAC 6A:14, Section 504, ESSA, and related federal mandates.
- Experience managing complex budgets and compliance systems.
- Strong understanding of MTSS and inclusive instructional practices.
- Required criminal history check and proof of U.S. citizenship or resident alien status.
Terms: Terms and conditions determined by the Pennsauken Board of Education. 12 month position.
Salary: $170,000 annually
