NATURE AND SCOPE OF JOB:

 Supervises the development, organization, implementation, coordination, and evaluation of the Early Childhood and Preschool instructional programs to ensure that all students will meet or exceed the NJSLS.

QUALIFICATIONS:

The Early Childhood Education Supervisor shall:

  1. Hold a New Jersey Administrative Certificate in accordance with the requirements of N.J.S.A. 18A:27-1 et seq., and N.J.A.C. Title 6 Chapter 11.
    1. Valid New Jersey Supervisor Standard Certificate (or Principal Certificate) AND a New Jersey P-3 (Preschool through Grade 3) Teacher Certification.
  2. Hold a Master's Degree from an accredited college or university.
  3. Have at least three (3) years of successful administrative or supervisory experience, specifically including the oversight of NJDOE Preschool Education Aid (PEA) funded programs and the implementation of High-Quality Preschool standards pursuant to N.J.A.C. 6A:13A.
  4. Demonstrate excellent leadership organizational skills and the ability to motivate people.
  5. Demonstrate knowledge and understanding of early childhood education, curriculum development and program evaluation, child growth and development, effective instructional strategies, classroom management, learning assessment and diagnosis, and research related to the learning of young children.
  6. Exhibit a personality that demonstrates enthusiasm and interpersonal skills to relate well with students, staff, administration, parents, and the community.
  7. Demonstrate the ability to communicate effectively in English, both orally and in writing, using proper grammar and vocabulary.
  8. Demonstrate the ability to use electronic equipment for word processing, data management information retrieval, visual and audio presentations, and telecommunications.
  9. Meet such alternatives to the above qualifications as the Superintendent may deem appropriate, acceptable and legal.

VERIFICATIONS OF COMPETENCY: 

  1. District application and/or resume.
  2. Required documentation outlined in the qualifications above.
  3. A minimum of three references from former employers, teachers, professors or other 
  4. professional sources, or copies of recent evaluations and observations of teaching performance.
  5. High school transcripts and official college transcripts if applicable.

EMPLOYMENT TERMS:

 The Early Childhood Education Supervisor shall be employed under the following terms:

 Salary for the position will be determined by the Board of Education (according to the approved EPAA Contract).

Ten (10) Month Employee. Tenure Track.  

If deemed necessary by the Superintendent, ten (10)-month administrators may be assigned to work up to twenty (20) days in total between July 1 and August 31, inclusive of the five (5) mandated days. The determination of any additional workdays shall be made at the sole discretion of the Superintendent.

JOB FUNCTIONS AND RESPONSIBILITIES:

The Early Childhood Education Supervisor shall:

  • Program Oversight & Compliance: Ensure that the district's high-quality preschool program adheres to all state mandates, maintaining comprehensive oversight of district-run classrooms and contracted provider sites.
  • Transition Leadership: Establish and lead a multidisciplinary Preschool Transition Team. Coordinate quarterly meetings to design, review, and refine comprehensive transition protocols that address the academic, social-emotional, and health needs of every child entering or leaving the preschool program.
  • Stakeholder Collaboration: Facilitate seamless collaboration between preschool administrators and diverse education stakeholders, including special education staff, K-3 teachers, nurses, family workers, social workers, and contracted providers.
  • Committee Facilitation: Lead and facilitate the district's Early Childhood Advisory Council, ensuring community engagement and active stakeholder participation.
  • Data-Driven Strategic Planning: Utilize aggregate assessment data to drive district preschool goals, manage long-term sustainability, and ensure academic alignment from Preschool through 3rd Grade (P-3 Alignment).
  • Quality Assurance & Evaluation: Observe and evaluate early childhood instruction based on appropriate developmental standards. Oversee the implementation of the Grow NJ Kids quality rating self-assessment process for the district and contracted providers.
  • Support Multilingual Learners: Guide preschool teachers in using visual supports, scaffolding, and translanguaging strategies to deliver culturally responsive, rigorous instruction within the Preschool curriculum.
  • Engage and Empower ML Families: Ensure linguistic access, cultural validation, and targeted resources by coordinating translation services, family workshops, bilingual materials, and community ESL supports to strengthen parent partnership and student learning.
  • Assume the role of district liaison to support the Early Childhood curriculum to all in district and off-site early childhood programs/providers.
  • Assist in effectively collaborating with the Special Services Department to ensure coordination of services leading to maximized rates of inclusion of preschool aged children in general education settings.(i.e., Least Restrictive).
  • Assists, prepares and manages a budget that will provide for the instructional materials necessary for an Early Childhood program, for staff development for all Early Childhood staff, and for other needs necessary for an effective program.
  • Be a member of committees related to curricula areas and the Early Childhood Program which may require a time schedule beyond the regular working hours.
  • Supervises and evaluates instructional and non-instructional staff including:  
    • Master Teachers/Preschool Instructional Coach (PIC) 
    • PIRT (Preschool Intervention & Referral Teams) 
    • PEA Social Workers 
    • PEA School Nurses
    • CPIS(Community Parent Involvement Specialist) 
  • Perform other tasks that may be assigned by the Superintendent, or Director of Special Services.

Leadership of the program shall include:

  • Community planning process to enable the integrated and efficient provision of services to preschool students;
  • Ensuring class size requirements
  • Use of data to identify student and instructional needs
  • Curriculum development to meet Content Standards;
  • Vertical and horizontal articulation of skills and content sequence;
  • Consistent and regular program evaluation;
  • Personnel supervision and evaluation;
  • Personnel recruitment and recommendations for selection when vacancies occur
  • Communications among staff;
  • Staff development to expand and improve skills;
  • Analysis of assessments to improve instruction;
  • Resources and personnel scheduling;
  • Coordination of services with community agencies and resources;
  • Parental support and training;
  • Coordination and close working relationships with State and county officials, and with colleagues in other school districts;
  • Evaluation and selection of instructional materials and equipment;
  • Application for grants and monitoring grants;
  • Compliance with all State and federal mandates.
  • Collect and analyze data regarding the performance and experiences of all students and other pertinent information affecting the design and implementation of services and programs, using the information to recommend new programs and modifications in existing programs. Share with staff the results of State and other assessments.
  • Ensure coordination of services and articulation between the early childhood and elementary levels of the instructional program
  • Provide leadership and coordination in the development of early childhood curriculum and the implementation of instructional programs, evaluating programs and services on a regular basis to encourage the use of a variety of instructional strategies and materials consistent with research on early childhood learning and child growth and development.
  • Establish and promote high standards and expectations for students and staff assigned to Early Childhood and Preschool programs.

Qualifications Profile 
Certification/License:

  • NJ State Certification as required for position.
  •  
  • Motor Vehicle Operator's License or ability to provide own transportation.

Education

  • Masters Degree from an accredited college or university, preferably in School Administration.
  • Sixth year, doctorate, or other planned program in related field preferred.

Experience

  • Extensive successful special education teaching experience, preferably in more than one grade level.
  • Experience in guidance, psychology, health, and/or social work preferred.
  • Successful administrative experience in special education preferred.
